Alan
Tilles, is a partner in the law firm and serves as the head of the firm's Telecommunications Department. He has over 20 years of experience in the land mobile
industry, and serves as counsel to PCIA, ARINC, the City of
Denver, and numerous SMR operators, public safety and private radio licensees.
In 2004, Mr. Tilles received the Association of Public-Safety Communications Officials (APCO) Presidential Award for his work on the 800 MHz Rebanding matter. He is also a regular columnist for MRT

Laura Smith is Of Counsel to the law firm. She has over 10 years of experience in land mobile radio. Ms. Smith served for more than seven years at the FCC. Subsequent to her employment at the FCC, she served for six years at the Industrial Telecommunications Association (ITA, now EWA) first as Executive Director, and then as President and CEO. In 2004, Ms. Smith received the Association of Public-Safety Communications Officials (APCO) Presidential Award for her work on the 800 MHz Rebanding matter. |

Rebekah Bina graduated cum laude from Syracuse University College of Law in 2004 with a certificate in National Security Law. She also holds a Master's Degree in Media Management from Syracuse University, S.I. Newhouse School of Public Communications and a Bachelor's Degree in Advertising/Public Relations from The Pennsylvania State University, College of Communications. During law school, Ms. Bina was a legal clerk with the National Association of Broadcasters, where she worked on a variety of FCC pleadings and policy issues including media ownership, broadcast interference, labor compensation, must-carry and retranmission consent, and advised association members regarding on-air promotion of contests, gambling, lotteries, alcohol and tobacco products. |

Melanie Keegan is an associate in both the Telecommunications Group and the Real Estate Practice Group. Her practice focuses on 800 MHz rebanding matters as well as the drafting and negotiation of land acquisition contracts. A graduate of St. Johns University School of Law, Ms. Keegan brings her knowledge of the intracacies of real estate contracts to the equally challenging area of rebanding agreements. Ms. Keegan is responsible for rebanding contract review, Transition Administrator contact and rebanding process coordination. |
